20 – 25 April, Accra: Accra High Level Forum on Aid Effectiveness
The main outcome of the Forum, the Agenda for Action, filled a number of gaps in the implementation of the Paris Declaration on Aid Effectiveness of March 2005, and gave more concrete expression to the issues of national ownership and capacity development. It also addressed new areas, including the increasing diversity of aid providers with an emphasis on south-south cooperation and solutions, the role of civil society and state-citizen mutual accountability, the impact of climate change and the food and fuel price crises.
Commitments included, on the side of the donors, releasing regular and timely information on annual aid commitments, actual disbursements and at least indicative resource allocations for three- to five-year cycles. Aid will thus become a predictable component of the beneficiary developing countries, medium-term planning and macroeconomic frameworks. Developing countries committed to investing in building the capacity of national statistics offices, improving systems of investigation, accountability and transparency in the use of public funds, and strengthening budget planning processes for managing domestic and external resources.
